Abstract

In this work, the usual technical-legal approach to traffic management is omitted and emphasis is placed on planning, organization, implementation and control of traffic activities. Thus, the work connects the key components of strategic planning with traffic management. Strategic planning is used on an organization-wide basis and in major functional areas, but the application of this valuable tool is limited in relation to the traffic function.After a short introduction on the role and importance of the planning process in relation to the traffic function, the main part of the paper identifies three specific types of planning: strategic, management and operational. Each is discussed in terms of purpose, planning horizon and focus and planning issues. The planning continuum is defined as an integral part of these three types of planning, together with the issue of management and operational control. A transportation planning framework is developed by understanding the relationship between the planning continuum and the shipper's internal environment. In order to understand how to implement the process of strategic planning, an approach for developing a strategic business plan for the traffic area of the organization is included. The strategic business planning process is defined through steps such as: management review, 
assumptions and issues, strategies and major programs, resource requirements, key indicators, contingency plans, implementation and control.
