In this paper, we deal with intelligent systems and artificial intelligence in public administration that can provide users with self-service and service offerings. In order to achieve this, the public administration must implement a unique public administration data warehouse and a unique public administration knowledge base. In order to be able to offer a service, intelligent software agents must be used that can offer a service to a particular user at the time he needs it. In the paper, we present new ideas on how to achieve all this. The new concept of saving data, information, and knowledge in the public administration system should provide self-service, which is not currently offered to users. Self-service requires searching public administration data in a different way, not through keywords, but to enable semantic search of a unique public administration data warehouse. In order to have an insight into whether service users, legal and natural persons, want to use the new concept of self-service and services they didn't ask for, but need, we conducted a survey and part of the results of that survey are presented in this paper.
