Abstract

The right to access information is a fundamental right based on the Universal Declaration of Human Rights and the European Convention for the Protection of Human Rights and Fundamental Freedoms. Bosnia and Herzegovina, as a candidate state for accession to the European Union, has the obligation to adopt its own regulations and adapt them to the standards valid in the European Union in that sphere, all in the interests of citizens. Bosnia and Herzegovina, within its
constitutional competences, regulated many legal issues of digitization, by adopting two key regulations in this area: the Electronic Signature Act and the Electronic Document Act. Similar regulations in that area were adopted by both entities, the Federation of BiH and Republika Srpska, as well as the Brčko District of Bosnia and Herzegovina.
