Abstract

Bosnia and Herzegovina and the countries of Southeastern Europe in the last decade have not led a rational economic policy. The main focus of economic policy must be the domestic economy and above all the real sector of the industry because it generates funds for the growth and development of the economy and increase GDP, and therefore creates the material basis for the creation of new jobs. All this led to a fall in GDP, the appearance of large deficits in the budgets that reflected negatively on the large debts of almost all countries of Southeastern Europe. Enterprise development and the creation of conditions for the rapid growth of small and medium enterprises is the first and most important support in creating jobs. It must be systematically incorporated in the improvement of political, business and investment climate, physical and social infrastructure and political institutions, technology transfer and its extension through commercial product innovation and manufacturing processes particularly within the cluster initiatives, diversified financial schemes and instruments, specifically through rural employment.
