Abstract

High quality, efficient, and effective port terminals are fundamental to a country'sintegration in global trade flows. Yet, many countries, especially developing ones,experience a crisiss on public finances and port terminals characterized by high prices, long delays, inefficient use of resources, low levels of productivity and ineffective services.An increasingly common response to these problems is to introduce privateinvestment and new management of port terminals. A large portion of this privateinvolvement takes the form of foreign direct investment (FDI) from internationalterminal operators (ITOs), who take 
responsibility for investment and operation over adefined period of time. The potential benefits include a better access to capital,more knowledge and expertise, better technology e.c.t.Involving private investors in port operations goes with changingport governance structures.This paper examines the way that economic, technical, and global industryfactors 
facilitated the decisions to invest, and the FDI impacton logistics in seaports.
