Today, traffic is the bloodstream of the overall social system, i.e. society, without which it is impossible to imagine the existence of modern man. How the Earth population is constantly growing and currently has reached seven billion, (2011), it inevitably initiate the development of transport activities i.e. transport, which suggests that the European Union reasonably place the development of transport in the top priority. The development of traffic is caused by the general economic development. The increase the level of motorization and mobility of the population and the development of the economy and a growing demands for transport mass quantities of goods, in most cities was not accompanied by adequate transport
infrastructure development and transport capacity, which caused a situation where traffic begins to be a limiting factor for further economic development in local community across the country and beyond. Transport infrastructure in Montenegro has not reached a satisfactory level of development due to lack of vision and strategy as well as the lack of investment funds which has never been in a sufficient extent. This especially applies to the construction of the highway Bar-Boljari, whose construction will allow a more rational and better use of available natural and human resources in the north-eastern part of the country
