In the new economic, demographic, socio-political, scientific-technological, production-economic, natural-ecological, cultural and plural interactions, the educational system is exposed to a great and serious test. New opportunities in the globalized world greatly relativize educational programs and educational values, which makes the educational system uncertain and changeable. Regardless of this new reality, clarity and stability are required from education, that is, from the educational system, and additional engagement, active participation, personal identity and authenticity from educational workers. It is necessary to harmonize the needs of a globalized search and education with the aim of universal values for the economic, legal and media integration of Bosnia and Herzegovina and the countries of the European Union. Investing in education always pays back many times over and is a long-term investment. Unfortunately, vulgar pragmatism and instrumentalization of education have been on the scene for a long time, which has brought education to a critical point. The participation of education in the social product and national income here in Bosnia and Herzegovina is at a modest level because the priority was given to the economy in which knowledge is not accepted as a factor of production. Permanent education, as a strategy of a modern learning society, is a challenge to educational institutions for a more dynamic, creative and innovative organization of the life and work of education participants, with the goal of “a fuller vision of human life in the world and among other people”.
