Abstract

Planning must not be left to intuition itself, which is very common in practice. Respecting the fact that intuition is based on experience and knowledge gained through education, the definition that intuition is a subconscious memory and that it is a highly subjective phenomenon must be respected, which should not be a major in creating plans, because it carries a more or less pronounced subjective a random error. In addition, this way of creating plans is narrowly limited to a small number of experts who have reliable data for making plans, especially since these data are not officially published anywhere to have a general character. Countries wishing to join the European Union have an obligation to harmonize their legislation, they must adapt their laws, by-laws and procedures. In the field of environment, EU legislation contains over 1,100 legal acts, treaties, regulations, instructions, decisions and recommendations and opinions. In the process of joining the EU, the harmonization of legislation is significantly less and contains more than 200 legal acts, which relate to horizontal legislation, water and air quality, waste management, nature protection, industrial pollution control and risk management, chemicals, genetically modified organisms. noise protection and forestry.
