Abstract

In this reaearch work we presented a new view of the public administration like a service providers and users of their services. Part of the necessary activities that could lead to a satisfied users of public services will be presented in the knowledge bases which are updated using Protégé editor. We will follow the necessary knowledge for the development of new e-m-government and its impact at customer¨s satisfaction and service providers. The emphasis in this researc work is been given at the necessary horizontal and vertical linking from all the areas of public administration and all public administrations for the users of its services. Base of knowledge and Semantic Web can not to the user"s satisfaction at public services because it is neither easy nor simple, not flashy, but It can provide adequate knowledge to make it more visible and feasible.
