Abstract

The subject of the paper is the organization and structure of the administrative system of Bosnia and Herzegovina and the normative assumptions for its functioning, the theoretical, normative and practical features of transformation and functions of public authority in the context of the principle of administrative law and the principle of administrative procedure. The paper deals with administrative relations, actions and procedures as well as administrative acts from the point of view of the application of the principle of administrative procedure in the handling of administrative bodies and the issuance of administrative acts and acts of the administrative bodies. The paper analyzes the activities of public administration in the context of transformation and adaptation to the European Administrative Space. The public administration reform, which has been launched with the aim of transforming it in line with the system of administrative law of the European Union in Bosnia and Herzegovina to date, has not achieved the expected results. Work indicates insufficient progress in human resources management, non-transparency of work, the presence and dominance of nepotism and clientelism in relation to expertise and competence, as well as the fact that the greatest responsibility for ineffective public administration are office holders of various political functions rather than public officers.
