The system of public urban and suburban passenger transport (JGTP) represents the most important function for the realization of all activities of the population in the city and the economy. This activity should encourage the socio-economic development of cities and municipalities in the implementation of complex spatial planning programs. At the same time, it would have to reduce the degree of endangerment of the environment by noise and pollution, contribute to the economic use of material resources and increase the mobility of the population. The paper analyzes the organization of the JGTP System in the municipalities/cities of Montenegro. based on the experiences of local communities, a proposal was made for measures to improve the state of this system.
