Abstract

The quality of work of health care management, with a vision of planning, investment in scientific and technical development and recognizability, is subject to assessment, both by the founders and direct users of health services. The criterion for judgment is the skillfulnes of the organization or part of the organization as an instrument. The organization should efficiently and successfully achieve goals that are in line with the interests of influential participants, primarily consumers of health services. All participants,especially the founding structurees are interested in the final results of the management of the health institutionless than in the individual management strategiesThere is a simplified opinion that the goals are dedicated to resources in the business world and management. Managers do their jobcombining different interests of the external and internal participans. Different interests in healthcare organizations can support or hinder the effective and successful achievement of the organization's goals, they can be more or less consistent, opposite or random. Managers' efforts to make the organization work more efficiently and effectively inevitably concern new forms of the organization's culture or the environment in which it operates. When managers lead an organization, they may confront the ethical dilemmas due to a possible gap between their own values and behaviors that should meet the expectations of different participants, which is an area of personal ethics of managers. Regarding the fact that the ethics is a philosophical discipline, it makes no sense to view the ethics of management from any business organization, and thus from a health institution, separately from philosophy.Morality is not one of the values, but the criterion and measure of all values, it is the value of all values.
