Abstract

The traffic system is subject to stochastic influences and as such it is easy to use for unforeseen activities. Observed from the aspect of safety and on the example of transport of dangerous goods in road traffic, it is necessary to adapt it to the new conditions resulting from the technological development and the increased mobility of the population. Early recognition of unforeseen events problems, whether it is traffic accidents or other incidents, requires proactive action by all entities responsible for solving traffic safety. In large cities such events would have resulted in more deaths, more material damage and far-reaching environmental consequences. Three key aspects, normative, infrastructural and operational, are important for the safety management of road traffic in the case of transport of hazardous substances. In addition to these aspects, it is crucial to apply short-term measures such as adaptation of the infrastructure network and the implementation of long-term strategic planning related to the complete solution of intermodal transport development. Therefore, security as well as the traffic system generally includes the requirements of preventive action against the occurrence of such unforeseen events. Education through all forms of education as one of the priorities and the initiation of scientific thinking in this direction would significantly contribute to protecting the transport infrastructure and improving the safety of road transport during the transport of dangerous goods.
