This paper focuses on proving the importance of the function of public city transport of passengers in the lives of cities, especially from the position of sustainable and even development of a city. Methods of function and organization model analysis of public city transport of passengers, primarily in European cities, were used during the research, which can be used and implemented, from the point of comparative analysis, in cities in transition countries. The paper is current and topical, first of all in terms of the current conditions in Bosnia and Herzegovina, which is characteristic in terms of crisis and loss of functions, especially in Sarajevo Canton, where employees are on strike at the moment, whichcauses problems to the users. It is obvious that there is a problem in choosing an organization model for public city transport of passengers in Bosnia and Herzegovina, and in neighbouring countries, making the daily movement of citizens an issue.
