Mobility of people and goods determine mobility of traffic and in front of traffic safety sets higher task than the current one. By the logic of the natural struggle for survival, large transport systems and large transport organizations are trying to grab a bigger space for them because, with the larger space comes better business effects and tasks perform. Therfore, in terms of systems theory, it is necessary to study huge transport organizations traffic safety and to define the specific mechanisms of indirect control. In this paper I will present a model that has passed several forms of testing, analysis, systematization, lessons learned, subsquent knowledge, the subsequent reasoning, collective and institutional memory, collectivization and uniformity of skills, etc. in the AF of BH. After the presentation of the reults of AF of BH and exsposure of the measures taken, this approach has recommended states (28 countries), to observes and guests of the congress at the Europen Congress of military traffic safety in the 2010 in Norway. In May 2013, on the basis of this model, the Executive Committee of the Congress has passed a directive about reporting and statistical analysis of Europen armies traffis safety, which is great recognition and encouragement for me to present the results after three effective implementations.
