Administrative Procedure is very significant segment of the whole Legal System, for the simple reason that in this process decides on rights, obligations and legal interests of individuals and organizations, by using prerogatives of the State Government by the competent authorities. For this reason, individuals, people, are very interested in success in
procedure, namely to achieve their interests. In order to properly decide on the rights of obligations and legal interests, key facts have to be determined in each procedure, especially in complex matters, therefore through a special inquiry procedure. In the separate inquiry procedure are implemented evidences on the basis of which decisions are made about specific
administrative matter. Public Company "Republic of Srpska Roads" Limited Liability Company Banja Luka is one of the economic companies that are legally entrusted implementation of public authorities. In this procedure the Company conducts the Administrative Procedure when deciding on requests of the parties, the Certificate of Approval to be issued for location of facilities besides public roads, as well as intersection of these facilities to public roads
