The economic valuation of environmental quality and measurement the changes in the level of pollution are very important activities for development and application of environmental polices and projects. The informations that are provided by economic valuations of environmental quality are essential in determining the benefits from environmental quality improvement and costs of attaining that improvement. The environment quality measurement is particulary important for determination of the optimal level of environment pollution and for using the cost-benefit analysis in the environmental
projects estimation.In this paper author presents same actual theoretical and methodological solutions underlying
the economic non-market valuation of environmental goods and services, that are suggested by neoclasical economic theory.
