Abstract

The European Union has proposed new rules on driving licenses aimed at modernizing the system, digitizing administrative processes, and increasing safety standards for all road users. The aim of this paper is to analyze the impact of the new European Union rules on driving licenses on road safety, with a particular emphasis on the processes and models for obtaining a driving license, safety for new drivers, driver health checks, digital driving licenses, and cross-border enforcement of traffic sanctions. The paper is based on an analysis of the European legislative framework, official documents of the European Commission, statistical indicators of road safety, and relevant scientific and professional literature. The research results indicate that the new rules can significantly contribute to increasing road safety through the harmonization of the driving license issuance system, better control of risk groups of drivers, more efficient cross-border data exchange, and the adaptation of drivers to modern technologies and driving assistance systems. At the same time, the research shows that the implementation of the new rules poses a challenge for Member States due to technical, legal and organisational requirements, as well as the need to protect personal data in a digital environment. The new rules represent an important step towards a more modern and safer transport system and can have a significant positive impact on reducing traffic accidents and increasing the overall level of road safety.
