The paper provides an analysis of the occurrence of a catastrophic debris flow in October 2024 at the Donja Jablanica site and provides projected remediation measures. As a result of the debris flow, 18 people died. Several houses were completely rendered unusable, while a significant number of buildings suffered major damage. The culvert located under the underpass, which was used to drain surface water from the Doca dry stream basin, proved to be inadequate for the extreme hydrological conditions that occurred. Due to the blockage of the culvert under the main road and railway, the material with water spilled out of the canal bed and culvert, which caused major infrastructural damage. The aim of writing this paper is to point out that it is necessary to take into account hazardous processes and zones in spatial planning documentation, and integrate them into planning solutions. All of these facilities were built on an accumulation fan and had building permits, and this area was predisposed to the occurrence of landslides, torrents, and debris flows.
