Abstract

This paper analyzes the connection between the consistent application of Occupational Safety and Health (OSH) regulations and the operational stability of energy facilities. The starting hypothesis is that impunity, at both individual and organizational levels, directly increases the risk of technical failures and accidents. Tolerating violations of safety procedures, often to save time and costs, leads to a weakening of labor discipline and the neglect of preventive maintenance. The “culture of impunity” creates an illusion of safety, whereby risks accumulate and ultimately manifest as serious infrastructure damage. Non-compliance with OHS regulations includes improper handling of equipment, the use of inadequate tools, and the omission of mandatory safety procedures, which can result in fires, short circuits, and explosions. The paper also examines the role of inspection authorities and internal control mechanisms, emphasizing that the absence of sanctions undermines preventive measures and weakens the safety culture. In conclusion, the need to integrate occupational safety systems with technical maintenance is highlighted. Energy security is thus defined not only as a technical issue, but also as an institutional one, with the human factor remaining the most critical link in the protection of critical infrastructure.
