Abstract

Various disasters have become part of the social everyday life. The most effective response to the disaster are the local capacity, ie the available forces at the local level. It is necessary to focus on strengthening the resilience of local communities in order to better withstand future shocks. Innovative technologies such as; warnings, forecasts, disaster response and resiliency planning, as a components of modern risk management systems in emergencies are very important. The paper presents the FloodLife project, which marks the evolution of thinking from "flood control" to "flood risk management. At the heart of this project, there is a tendency towards an appropriate balance between protection, prevention and readiness. The project is designed to solve many problems of integrating smart solutions, that is, innovative technologies into a comprehensive approach to managing flood risks. The project also recognizes the importance of the role of community partnership and the need for awareness-raising and community-based training, as the most important segment in holistic management in emergencies.
