Abstract

As one of two oldest professions, intelligence has been a constant companion of human existence from the earliest times to the present. The living contions were changing , the threats that could threaten the livelihood of the people were changing, and in line of those changes the intelligence was changed as well, or reformed, so that could help decision-makers to properly understand the threats arise as a challenge. Just as living organisms are constantly adapting and modified over the centuries to survive, so too are intelligence services to be able to achieve a success in dealing with threats, they must not be inflexible, but must be constantly adaptable,and appropriate reforms that’s what they make it.
