New strategic spatial and urban planning is classified as non-institutionalized/informal planning. The last twenty years some kind of strategic spatial planning has been added to statutory spatial planning in many European countries, namelly for the cities. First attempts of a new strategic spatial planning are recently taking place in the Republic of Serbia through Urban Development Strategies at local and national level. The integrated and territorial place-based approach, together with the participative approach and integrated territorial investments were applied for the first time within the National Urban Strategy. In this paper, the effects of application of an integrated approach to the development of urban settlements and transport in all phases of the National Urban Strategy elaboration have been analysed, as well as the challenges and opportunities for their financing. The results of the research indicate the positive effects of applying an integral approach in the elaboration of the National Urban Strategy. The results of the research pointed to numerous challenges, but also significant opportunities for financing the integral and sustainable development of urban settlements and transport. In order to implement the National Urban Strategy, adequate support and changes in the urban planning and management system in the Republic of Serbia are necessary.
