Abstract

Society in Bosnia and Herzegovina is interested why the road building throughout Bosnia and Herzegovina (BIH) is too slow, having in mind different domestic financial sources through which one collects money timely and appropriate it into construction of roads and highways. We will try to address this question in the paper. The new package of laws that is recently passed allows an increasing money flow from tolls and excises per each liter of petrol. According to the calculation based upon collected money from different sources, especially from tolls, fees, excises and taxes on oil derivatives, it would be possible to build between 50 and 100 km of roads and highways. Is it possible currently? We can conclude on our own. Mainly all the roads and highways that already build are financed borrowing from the international financial institutions. Based upon data we have collected so far, we can conclude that the financial resources were not utilized properly, having in mind their proclaimed purposes. It is one of the reasons for a very slow construction of the road infrastructure in BIH.
