Traffic congestion in a road transport has become a serious problem in cities across the Republic of Croatia. Traffic congestions lead to greater amount of fuel consumption and exhaust gases concentrations in the environment. In order to improve the energy efficiency and reduce harmful exhaust-gas emissions, citizens can use transport methods which have less impact on the environment and apply the measures defined in the National Energy Efficiency Action Plan. The paper analyzes nine proposed measures for achieving energy savings in Croatia's road traffic. For each of the proposed measure, a forecast of efficiency and energy savings in road transport is presented. Based on the conducted research, road speed limitation measure is imposed as the cheapest and the fastest measure for achieving energy savings and reducing CO₂ emissions while the most effective measures in the long-term period are the implementation of intelligent traffic management systems and the infrastructure development for alternative fuels.
