Abstract

The digital transformation of education represents one of the key processes of modernization of education systems in the modern knowledge society. The development of information and communication technologies significantly affects the way of acquiring, transferring and exchanging knowledge and opens up new opportunities for knowledge mobility and internationalization of education. In this context, the education system(s) of Bosnia and Herzegovina faces a number of institutional, organizational and normative challenges that affect the effectiveness of integrating digital technologies into learning and teaching processes. The aim of this paper is to analyze the role of the digital transformation of education in encouraging knowledge mobility in Bosnia and Herzegovina, with a special emphasis on the normative framework that regulates the functioning of the education system and on the challenges of institutional and inspection supervision over the implementation of education policies. The paper analyzes the relevant legislative framework and strategic documents that regulate the application of digital technologies in education, as well as the role of competent institutions in ensuring the legality and quality of the educational process. The methodological approach is based on the analysis of scientific and professional literature, legal regulations in the field of education and a comparative approach in relation to European education policies. The results point to the need for further improvement of the normative framework, development of digital competences of teachers and strengthening of institutional supervision in order to ensure effective digital transformation of education and encourage the mobility of knowledge in Bosnia and Herzegovina.
